I'm am so happy that people have brought up Wakusei no Samidare. Though the volume of fanservice in the manga cheapens the experience, but I think it is rather deserving.
Me: I used to go to /a/ to get my fix on anime, but now I'm frequenting here.
Me: It's like going to a rehab center, I guess. It's safer here.

I would have to say Drifters (it's made by the same person who wrote Hellsing) or Cage of Eden.

Change 123 (or Hi*Fu*Mi 123) by Iku Sakaguchi & Shiuri Iwasawa is one of the best manga I have read without an anime.

And though it technically has an anime with an anime music video, the manga Clover by CLAMP could really use a short anime series (maybe 5-6 episodes) and it doesn't sadly.

S.P.Y
Defense Devil would be awesome as an anime. It's detective stuff, action, dark but funny. Would make a good shonen.

This is probably GROSSLY biased, but Ludwig Kakumei is really good.
In fact, most of Kaori Yuki's stuff (Definite personal opinion, since, let's face it, people loathe this woman) excluding Angel Sanctuary and it's horrible botch up of an OVA is pretty good. Then again, selective taste.
Aphorism isn't too bad either.
And I agree about Defense Devil.
And I am once again blocked for ideas of really great Manga with no Anime... Hmmm...
