Requesting stuff

Hey guys.
When someone request something like a review or topic and you( the host's) do it but the same person request something else.
do they get a cool down that needs to past before he/she can request another thing?

If it is a topic then we normally go by how unprepared we are how much research in the topic needs to be done and how soon ago we may have just done a topic like it. I suppose we try to rotate between requests. But if someone has two good ideas we don't make them pick only one.
